I don't mean a salary floor for individual players. A salary floor for total payroll would be a good idea.
I sort of agree with that. What really needs to happen is that the teams that recieve the cash from revenue sharing should be required to use that cash to improve their teams. But they don't. Most of the owners take that cash and put it in their pockets.
I get what you're saying there but the downside is teams that are losing money, (to a point where it actually hurts said owner,) spending beyond their means simply accumulate debt. (See the problem ruining the British Premier League in soccer for a really good example of this.) You can't argue that it's time to move the team because MLB is saturated and there's really no market capable of supporting MLB left unless you try Vancouver, not ANYONE'S ideal destination.
